Esta tesis se preocupa por las tensiones y controversias sociotécnicas que se erigen entre los actores rurbanos y la política pública en la ciudad de Río Cuarto, y que resultan del entrecruce de sus respectivas interpretaciones y actuaciones en torno a los sistemas sociotécnicos que llaman nuestra atención: el carromato de tracción animal y la motocarga zoótropo. Particularmente nos interesa comprender y explicar sus significaciones y prácticas distintivas, identificando convergencias y/o divergencias entre ellas y dilucidando los parámetros y principios que abonan y validan los marcos de interpretación, actuación y legitimación correspondientes.
En este sentido, presuponemos que las controversias sociotécnicas se comprenden y explican en el marco de tensiones más generales que remiten a la coexistencia conflictiva de racionalidades relativamente disímiles en la ciudad: una racionalidad urbano moderna dominante y una racionalidad rurbana alternativa. Entre ambas racionalidades se suceden y actualizan tensiones -desacuerdos y discordancias conceptuales, de grados y matices variados- relativas a múltiples referentes, que remiten, en última instancia, a diversas lecturas -dominantes y alternas- respecto de la legitimidad del orden social establecido. Las controversias sociotécnicas se configuran como expresiones paradigmáticas de los des-acuerdos que fundan sus relaciones. Su centralidad reside en la importancia que la tecnología reviste en y para el orden urbano y los procesos de racionalización que lo instituyen y sostienen.
